
Section 207 of the Central Utah Project Completion Act (CUPCA), entitled; "Water Management Improvement," authorized a comprehensive program to study and improve water management within the Central Utah Water Conservancy District (CUWCD). Section 207(e)(2) authorized federal funds to finance up to 65 percent of the cost of implementing water conservation measures within the Central Utah Water Conservancy District. The remaining funding, a minimum of 35 percent, would come from local sources. In addition to the original CUPCA legislation, Section 1(d) of Public Law 107-366, signed January 23, 2002, allows for unexpended budget authority to be used to implement water conservation measures under section 207, including use of reverse osmosis membrane technologies, water recycling, and conjunctive use, to stabilize high mountain lakes and appurtenant facilities, to develop power, and for other purposes.
The original legislation passed in 1992 established a conservation goal of 39,294 acre-feet per year. The 2006 Supplement to the Water Management Improvement Plan now shows conservation efforts at 80,100 acre-feet per year by 2033.
The District's Water Conservation Credit Program has now completed its twenty-fifth year of operation. During those years, 132 applications for water conservation measures have been submitted for consideration under this program. Forty-five of these projects have been selected for implementation. Conservation from the completed projects totaled 148,231 acre-feet in 2020.
There may be additional funding in the future for water conservation and water recycling projects.
