North Fork Pipeline and Siphon Replacement Project

The Central Utah Water Conservancy District, Utah Reclamation Mitigation and Conservation Commission, and the United States Department of the Interior, as Joint Lead Agencies (JLAs), are replacing the North Fork pipeline and siphon. These facilities are located in the canyon of the North Fork of the Duchesne River. As part of the project, the JLAs have initiated the National Environmental Policy Act (NEPA) process and are preparing an Environmental Assessment (EA). As part of the NEPA process, the JLAs are soliciting comments regarding the proposed project.






The North Fork Siphon Replacement Project is being built over multiple construction seasons (2018-2021) due to winter weather constraints associated with the North Fork Canyon. During the 2018 construction season Whitaker (contractor) was able to install the portion of the replacement, steel siphon located underneath the North Fork of the Duchesne River and build out the Hades Tunnel Inlet Portal Access Road. This year the contractor has placed pipe along the Hades Valley (west) and Stillwater Slope (east), and is in the process of installing a replacement bridge over the river. A cableway crane, imported from Austria, was used to transport all pipe segments, pour all concrete, and assist in the drilling of rock anchors along the Stillwater Slope. A replacement blow-off structure, located in the Hades Valley near the river, is currently under construction and should be finished by the end of the year (2019). The same cableway system will be used next season to assist in the installation of pipe and rock anchors along the Hades Slope, while the Stillwater Valley portion will be placed with conventional construction methods. Substantial completion should occur next November after the replacement siphon is tied into the existing North Fork Pipeline and Hades Tunnel.
